The successful formation of a child, its full development is largely dependent on various factors, but the family influence on a person of any age is incomparable in importance to anything else . The family influence is manifested in the creation and maintenance of certain conditions that contribute to optimal child development in contemporary society. The influence of parents on a child’s development is enormous. The responsibilities of perpetrators of maltreatment of children, in accordance with the legislation of the Russian Federation.

In the Russian legislation there are several types of liability of the perpetrators of the cruel treatment of the child.

Disciplinary liability may be subject to officials whose duties include providing education, content, teaching children who hide or neglect of the facts of cruel treatment of children.

Administrative liability.

Persons who disregard the basic needs of the child, not acting for the maintenance and education of minors, subject to administrative liability in accordance with the Code of the Russian Federation about administrative offences (article 5.35). Consideration of cases under the said article refers to the competence of the commissions on minors ‘ Affairs and protection of their rights.

Civil liability.

Cruel treatment of a child may serve as a basis for bringing the th parent( guardians) to justice in accordance with the family law.

Example: termination of parental rights( article 69 of the Family code), the restriction of parental rights (article 73 of the Family code), the removal of a child under the imminent threat of a child’s life or health

(article 77 of the Family code of the Russian Federation)

Criminal liability.

Russian criminal law provides for liability of persons for all kinds of physical and sexual abuse of children, as well as on a number of articles for mental abuse and neglect of the basic needs of children, neglect about them.

Examples: article 111(deliberate causing of heavy harm to health),

article 112 (deliberate infliction of moderate bodily harm), article 113(causing heavy or average weight of harm to health in the heat of passion) ,with T. 115(deliberate causing of a little harm to health), article 116(beating),article 117(torture), article 118(causing heavy or average gravity harm to health on imprudence), article 131 (rape), article 132(violent acts of sexual character), article 134 (sexual intercourse and other actions of sexual character with the person. under the age of fourteen), article 125 (leaving in danger), article 124 (failure to render aid to a sick person), article 156(default of duties on education of minors), article 157(malicious evasion from payment of means for the maintenance of children), article 110 (incitement to suicide).
